Character LoRA for the Hikaru Kudou, also known as Eternal Polaris from Tokyo Extreme Racer, a iconic JDM-focused racing game developed by Genki.

The LoRA is based on how the character is supposed to looks like by artists sankaku_342 and holeecrab and it become a trend in the community. She can be depicted without or with hair streaks. It doesn't include her R33 though, so I recommend an additional LoRA as like I did in some samples.
