I just found out that every lora was set to download prohibited. For a year now I was just doing batch import and never really checked the settings. I assumed everything was fine since some loras show a few download and thought traffic was just slow here. I will need to enable downloads by manually editing every lora by hand. I plan to do that eventually, but in the meantime leave a message if you want a specific one.

tldr; If a lora still has download disable leave a comment and I will fix it as soon as I can.
